The ARP Plan is based on the ESSER III/ARP Stakeholder Survey, District GAP Analysis, and identified District needs. Regular input from stakeholders continues to be sought to inform the review by the HFS School Board.

The HFS Safe School Reopening plan was adopted in August 2020, and renewed in April 2021 and again on August 17, as well as in December 2021. At the June 2022 board meeting the Board voted to move out of Phase 3 and into "normal" operations. The ESSER/ARP and Safe Return to School Plans were reviewed and continued by the HFS School Board in May 2023 at the regularly scheduled Board meeting and will continue to be updated and reviewed as needed on a sixth-month basis. At this time all ESSER funds have been spent or allocated for the priorities identified by the board with input from stakeholders. The Board recognizes individual choice when it comes to personal safety and reserves the right to return to Phases should the need arise.
